Transparency & Compliance with Italian Law
Piedmont Scout is a media-capture and local-logistics service — not a real estate agency, and not a real-estate advisor.
Who We Are
Piedmont Scout, operated by Mervantis OÜ, is an independent, on-the-ground media-capture and local-logistics service based in Gavi, Piedmont. We are the eyes on the territory for buyers who have already found a property of interest from abroad and need a trusted, neutral presence on the ground to document and observe it before they invest their time and travel.
- Your point of contact — Harri — an Estonian expat living in the region, handling documentation, translation, and clear reporting in English and Estonian.
- Representatives on the ground — a vetted network of local Italian citizens who live in Piedmont, engaged by Mervantis OÜ on a contract basis. They carry out the viewings, document and observe the visible condition — and never act as an agent or mediator. Between us we also work in Italian and French.
Our Exact Legal Status
Piedmont Scout is NOT a licensed real estate agency. We are not Agenti d’affari in mediazione, not brokers, and not legal property finders. To comply strictly with Italian Law L. 39/1989, we explicitly do not:
- engage in real estate brokerage, mediation (mediazione / intermediazione immobiliare), or business procurement (procacciamento d’affari) of any kind;
- act as a mediatore or procacciatore d’affari, or put a buyer and a seller in contact in order to bring about a sale;
- search for, shortlist, or find properties on a client’s behalf;
- match buyers to properties or recommend which property to buy;
- negotiate price or terms with sellers or their agents;
- value, appraise, or survey any property;
- provide real estate, legal, or financial advisory of any kind;
- represent a buyer in a purchase, or accept any commission or success fee tied to a sale.
The buyer independently discovers the property and instructs us. Our fee is a fixed, transparent charge for a documentation and logistics service, and nothing else.
Our Role When We Attend a Viewing
In every engagement we act strictly as an independent viewing and documentation service hired by you — we observe, film, photograph, translate, and report. We are not your agent or representative in the transaction, we do not act in your name, and we never take part in the purchase itself.
We only visit properties you have independently found and asked us to see. When we attend a property alongside a licensed Italian agency, we do so under a limited written authorization you sign (the Delega), whose sole purpose is to let us attend and document that one viewing on the day. It gives us no power to negotiate, to make or accept offers, to sign anything, to handle money, or to act on your behalf in any purchase. Those steps remain entirely yours, taken with your own notaio (notary) and, where you wish, your own lawyer.
What This Means in Practice
- We document observable condition only — what can be seen, photographed, and described.
- We do not provide a valuation, a survey, or a legal opinion. We have no professional standing to do so.
- You must engage your own qualified professionals — a geometra or surveyor for structural assessment, a notaio and, where appropriate, your own lawyer for the legal side.
A Note to Local Italian Agencies
Our scout is not a competing agent and has no interest in your commission, your mandate, or your relationship with the seller. They are simply there in place of a remote buyer who cannot travel — present solely to view the property, capture honest photo and video for that buyer, and translate, carrying the buyer’s signed Delega for that viewing. We do not negotiate, we do not advise on price, and we do not interfere in your work in any way.
